No, I have heard good things about the iPad 5th generation on iPadOS 14.

Apple has said that iOS version upgrades are now aware of older hardware and compensate for that. So on older iPads with slower processors, supposedly later supported iOS versions will not affect performance (or at least not much, we hope!).
