iPad iPad 6th Generation says iOS 12.4.1 is up to date, Where is iOS 13??

I have updated to iOS 12.4.1, and still it shows there is no 13.0 available. I checked both iTunes as well as within the iPad. I have the 6th Generation iPad with LTE, which i know is compatible with iOS 13. Any tricks? I've restarted it twice, updated via OTA to 12.4.1, still no 13 option.

iPadOS is not yet out.

iPadOS 13 will not be out until 9/24.
