iPad Air 2 Not Finding iOS 13

Hello.

My iPad 2 is currently running on iOS 12.4.1. It has 15 gb free space.

When I go to "Software Update", it indicates that 12.4.1 is current. "Your software is up to date"

When I check minimum requirements for iOS13, iPad Air 2 is listed.

I've done both a hard and a soft reset. I've closed all apps, and still cannot get the software update to offer me the option of installing iOS 13.

Anything I may have missed?

I believe that iOS 13, in the form of iPadOS, hasn't been released yet.
