As far as I'm aware, apple has never used low-frequency PWM to dim LCD displays on any of their products.
I have ipad mini 5 with 5500hz pwm below 25% brightness so i use it above that level flicker free

but i have seen ipad pro 2020 with 1330hz pwm at all level of.brightness at notebookcheck
I dont know but ipad mini 5 is so comfortable to use copmared to the air

Apple has a habit of using extremely high frequency PWM on their Macbooks and certain high-powered iPads in order to conserve power. If you're sensitive, like me, you'll literally be able to see text floating in waves on the screen until the headaches set in. Notebookcheck upgraded their oscilloscope in 2019 and began to detect the high frequencies. You may have better luck with the ipad 8th gen.

Isn’t PWM something unique to OLED displays? This can’t possibly be the source of your headaches given that iPads don’t have OLED displays. But of course, too much screen time in general can cause eye strain and headaches.

Some lcd are pwm free other Lcd use pwm at higher frequencies which cause different headache from that of oled

I had big Problems with my iPad Pro 11 from 2018 and so i selled it and buyed a iPad Air 4... what should i say, on the old 11 Pro i had Problems with dizziness it was unusable for me so the iPad Air 4 is much better, but i will send it back, because its terrible for my eyes because of eye strain and light headache and this without PWM, so i dont understand the Reason. It doesnt matter if True Tone is on or off if the Backlight is 0% or 100% everytime the same Problems. With the cheaper normal iPads from the last years i have no Problems.

I had the same issue with my iPad Pro 2017. I enabled TrueTone and the headaches disappeared. If TrueTone is already enabled, then disable it. If it is disabled, then enable it.

I really think this issue is with a bad lamination process. Not all are bad but when you get a bad one it messes with your eyes.

Have you found an alternative to Air 4?
I bought it today and found out that it creates eye strain and dizziness compared to my old Ipad 4 (2012).
Also, letters are kind of doubled and blurred.

You can also try reducing white point under Settings > Accessibility. For light sensitive people the glare from the relatively big iPad screens held quite close might be too much.
