iPad Air is "stuck" after updating to latest IOS. After update restart only a black screen with white Apple logo shows

iPad Air is "stuck" after updating to latest IOS. After update restart it does not get past a black screen with white Apple logo. I've forced shutdown a couple of times but when it powers up, it doesn't get past the black screen with white Apple logo. Is there a hard restart option? Anyway to restore if it won't boot up? ANY suggestions?
