Is the airplay mirroring suppose to show full screen on the tv, like it would with an vga adapter from apple?

Regular airplay with pics and video show full screen on the tv ,but mirroring only shows a square on the tv not full screen
 
the ipad screen and the television don't have the same aspect ratio, so no, the image won't fill the screen on the television.
 
Yep, and because iOS doesn't support anything else than 4:3 at the moment (3:2 for the iPhone), it's not possible to change it like on OS X 10.8. The next iPhone may have a 16:9 display, so there you may get fullscreen.

great explanation and thats what makes those rumours of the next iPhone being longer make some sense that would make it 16:9
