My daughter will be going into college for Art and Design. She's used to canvases, but would like to include digital media.

On a budget, so what iPad, Pencil and software do people suggest for illustrations, watercolor, and abstract painting?

Definitely the 2019 iPad 7 10,5 inch with Apple Pencil 1.
Software should be Procreate.
She’ll good to go.

As for storage, 128gb should be sufficient for drawing purposes.

and really make sure it’s the 1 pencil, not the newer 2nd gen which can only be charged on an iPadPro. Kinda annoying I know.

Get the current generation iPad Air for your daughter. It has a slightly larger screen for illustrating.

A new iPad is coming next month, if you can’t wait, you should get the iPad Air. About software, Procreate and Affinity Designer are great options.
