iPad app creation?

Would anyone know where I can go to find out about app. creation? I am working on an app. But have come to a point where I do not know how to create a 360 degree VR video that the end user can control by moving their finger over the video. I want to know the proper page size, format and DPI.,,But I cannot find any of the answers to those questions or others. Even going to the developers forum and posting gives me no info. Thanks!
