Hi I'm with a group that hosts monthly events which involves pre-sales of tickets and sales of tickets on the day of the event. We do all of this on paper now and it's a real pain in the ass as we have to organize reports on final numbers at the end of each event. So I was thinking that maybe there was an app out there that might allow us to set up a bunch of people with iPads and then have them enter all the tickets sales data, which can then be hammered together from the various iPads to create reports.

Seems like a stretch of a request as I have not found an app that would do this, but at a minimum if there are any app developers lurking in this forum I'd like to throw this idea out there and let you know you have a buyer waiting if you come up with something good!
 
This sounds best to me to be done as a website that the iPad can access and enter the data rather than a one-time stand alone app. The amount of customizing it sounds like you need would be quickest if you just did it as a mobile web app and had it behind a login wall. Depending on mobile-friendly the site is, you wouldn't even need to distribute iPads, just have them access it via their Droid, iPhone, etc.

Google Spreadsheet with a form everyone can fill out? I haven't set one up, but i've registered for events on them and gotten the resulting spreadsheet.

Import that into a database - maybe HandDbase will work for you?
