IPad Can’t Reach Activation Server Error

I wiped my Mini 3 to start fever fresh with minimal apps. But after entering language, country and wifi info I get an error saying the activation server can not be reached. When I try to acto vote through iTunes I get a 0xE8000013 error. Any suggestions?

With my ipad same happened... any one can help me please? About this error? After I change nand this problem..
