If a person has two iPads (or more) is it possible just to transfer the active SIM card to the iPad you want mobile service to without having plans for every iPad?

Yes. I was even able to transfer with an eSIM. When I told my new iPad I wanted to set up cellular, it asked for the carrier and then one of my options was to transfer from another device. I haven’t used a physical SIM.

Yes, but it may not be something that is convenient to do frequently.
Last time I swapped the SIM from one iPad to another, Verizon detected the change and asked me to confirm the change and update my account information.

They just send you a notification but I noticed it still works fine even if you don't respond and confirm the change.
