iPad did not fully charge overnight

left iPad hooked to USB over night and this AM when I unplugged and turned on I only hd 84% life left I know it charged some it was around 30%.

The iPad's battery is huge compared with the iPhone and should be considered an independent device rather than an accessory. Charge it in a wall AC outlet with its provided charger.
