I don't know if it's a bug or what, but it's really irritating me that the Dock is limited to 13 apps on the 9.7" iPad Pro.
 
I'm pretty sure its limited to 13 on all iPads.
I can fit 15 apps on the 12.9”, plus the 3 recommended/recently used apps. So that’s 18 in total.

I wish I could do more, too, although I suspect the limiting factor is icon size when you hold an iPad vertically. Icons get pretty small when the dock is fully loaded.

Okay so smaller iPads are 13 + 3, and larger is 15+3. I guess that makes sense.
 
It's surely limited by how icons can fit on such a small screen without being microscopic (an still being able to rotate into portrait which is even less horizontal space).

We're not dealing with a 20+ inch monitor with 15-20 inches of horizontal space here and never turns into portrait

The reason is quite simple I think. Turn your iPad into portrait mode. The icons are finger sized. Could they have squeezed a couple more in? Probably but with diminishing returns and increasing innacuracy.
 
I forgot the name of the jailbreak tweak. But they could have mimicked that tweak. It gave you the ability to add as many apps on the bottom dock as possible. It should you a certain number of apps by default on the dock. But you could swipe on the dock to other apps that were hidden initially. Seems they could have done something like this with no issues.
