OK, so I just got a new iPad and took it out the box (last generation) and started it up for the first time. I expected it to go to the welcome screen. Instead it went to a white screen with a gray non-spinning gear for a few seconds and then goes to a screen with a QR code in the center of it and is charging the battery. I can quit, shutdown, and restart from this screen, but it always comes back to the screen. What do I need to do to get my iPad working properly? Thanks for the help.
 
Sounds like you got a used iPad. It shouldn’t have started with a QR code. You will need a Mac or Windows computer to put the iPad in DFU mode, which will reset everything to factory settings.

OK, awesome! Thank you. It was supposed to be new. I double checked my order too, I didn’t order a refurbished one. If I can make it work, that’s fine. I have had too long to simply return it. Appreciate your help.

That seems odd to me, I've never seen this QR code thing before. Hopefully it's not locked to a device and that's why it's calling for the code to be scanned. Definitely recommend doing a full reset as said above. Did the iPad come sealed in its box or was it open box?
 
It came sealed in a box with all the usual apple coverings on the screen, the power adapter, etc. that I am accustomed too.

I can see why it has been suggested that it was used because it almost seems like they forgot to load the os.

Have you tried scanning the QR code?
 
I believe there is an option to set up a new iPad or restore it with the QR code. If you scan an old iPhone or old iPad that's near the New iPad, it will transfer the data? I may be mistaken, but I thought I saw or heard about that option once when setting up.
 
For some reason, the restore timed out while checking the update server, so I brought it out of dfu mode and scan the QR code using the camera on my iPhone, but it said no usable data...

In addition to the QR code right in the middle of the screen, at the bottom center it displays the model number and serial number. In the top right it has a battery meter, in the top left it says J72b, and in the bottom left it says POv1. Has no one seen something like this before?
 
I've had that problem a lot, downloading updates from iTunes/Finder seems unreliable. If it is indeed failing to download the update file, try downloading the file for your device from this site: https://ipsw.me
 
That's definitely not normal for an iPad/iPhone setup screen. There's no QR code during the setup. If you do a "quick setup" there is a step where you hold the camera of one device over the screen of the other, but it uses something other than a QR code. The quick setup screen will also have explicit instructions of what to do - you haven't described any kind of instructions on the screen you're looking at.

I suspect this is some sort of display model, rather than one meant for consumer sale. Contact the retailer, especially if you encounter the same situation after restoring.
 
If restoring it brought that same screen up, I'd be convinced that it had custom firmware installed by an approved company, and was a bulk item sent to this company and somehow one slipped out...
