Hello! I’m new to the forum.

Recently, I’ve been noticing permanent marks or smudges around the edges and also the center of my iPad. I’ve tried wiping it with cloth but it still stays.

Looks like oil from fingers. Have you tried using a screen cleaner to clean the screen. Finger prints seem to be a bit harder to remove from my 10.5 iPad so I use a bit of windex to clean and it removes the prints. Some will say it will harm the coating but so far my screen still looks great.
 
Don’t use Windex. Bad idea. A little dish soap is a better choice.

Right, windex will remove the oleophobic coating, Whoosh is a great product, which is actually used in Apple stores around me. Otherwise, a clean microfiber cloth being slightly damp is likely the best solution. If the marks are not being removed based off what the OP said, they likely are permanent.
 
I use lens cleaner with a microfiber. If the screen has never been cleaned or not cleaned in a long time, it might take a bit to get the accumulated layers of grime off.

Or one of those rubber ball-like screen cleaners does a nice job as well.
 
It have used Windex for years and never harmed any of my Apple devices. My 10.5’s antireflective coating is as good as new after cleaning many, many times. I know you are not surposed to use it so you may go out and get your magic screen cleaners if you wish, I have never found it required but if you are worried, use what you want. Enjoy
