iPad - How to force YouTube to play in highest quality all the time?

Perhaps you weren't specific enough?
In the Youtube app on my iPP mine is set to Auto (1080p) and it plays at that resolution if my connection speed supports it and the Youtube video I'm watching is available at that resolution.
I can't go higher than 1080p because of codec support but at this point I'm not sure if that's truly the issue you're trying to resolve.
