In previous versions of iOS before the release of iPadOS when you selected on the URL and tapped it again you get a blue cursor which allowed you to get to certain parts of the URL to edit.

Now on iPadOS, when tapping on the URL it selects the entire URL and tapping again no longer bring up the blue cursor for easy scrolling.

Is there a way to do this on iPadOS or a similiar feature to easier navigate through the URL address sections?

Tap once, then long-press the space bar and drag to get the cursor to a certain place in the URL (iPadOS 13.2.3).

Long-pressing the space bar actually works for cursor placement in many apps.
 
Tap once to select all text, double tap to select one word, then tap once to get cursor. Not sure why it behaves like this but as mentioned holding space to move the cursor works as well.
