Is Israel allowing ipads in the country? Also whats the most cost effective way to use 3g in Israel? Thanks

Yes, you can use it in Israel. The most cost-effective is with a prepaid SIM (I don't know what Orange is currently doing for prepaid, you might want to check their site).
 
Yeah, the Communications Ministry reversed their much-ballyhooed mistake of denying entrance of the iPad into Israel.

So long as you bring up to a few just for personal use and not as an importer for resale you'll be 100% ok. I have one, myself, passed legally thru customs with no problem.

All 3 major cell carriers supply 3G data microsims for the iPad at prices around $30/month for up to 5GB of data transfer. All cell carriers support HSDPA here, so you get good download speeds, and coverage is actually pretty good cross the country.

It's all pretty new. I actually had to go to a major support center of theirs before anybody knew what I was talking about.

But it's legit, and you'll be able to get a microsim from any of the big 3 here.

I doubt you could get one prior to arriving.

When you do arrive you walk into a large Orange or Cellcom or Pelephone store and say you have an iPad and would like a data microsim. They should know what to do from that point on.

Cellcom for certain allows you to get one with zero obligations, so you can terminate your contract at any point no questions asked. I believe Pelephone does too, not sure about Orange.

Ask them. They'll help.

Just do yourself a favour and avoid using it in public. It still rare in Israel (at least in public) and you won't be able to avoid the crowed around you.
I had a VERY bad experience in the one time i have done that mistake in the dark corner of a coffee shop...
