iPad iTunes charges WTF

Ok I just been checking my account transactions from my bank because I had odd amounts coming from my account and apple have been charging me $1 every few days for the last few weeks. WTF is that charge for and do I get that back?

You should be able to see recent purchases in your iTunes account. Check there to see what is up. Otherwise call Apple.

It seems that I have been charged every time I done a hard reset on my iPad and they needed to confirm my account because it thought it was a new device each time. So every time I redone my cc card info it charged me $1!

^That's called a pre-authorization hold. It's used to verify the validity of your card. The charge will drop off.
