My daughter’s iPad (5th generation) has been giving us a lot of problems lately. First off she broke the glass so I had that replaced. Now she is having a problem where her iPad is fully charged or clearly has a lot of battery % left and the next thing you know it says it only has 1%. Runs for a little while and then randomly restarts and when it loads back up it shows the proper battery percentage. Restarts happen frequently enough where it is unusable.

I put it in recovery mode and reinstalled the iOS - same problem. I erased it and restore from backup - same problem. I tried a program that fixes all iOS issues - same problem. Figured it must be a battery issue so just got the battery replaced - same problem.

Should I just cut my losses and get a new iPad or is there something else that can be done? It’s less than two years old so hate to get rid of it

So, were these repairs and replacements all done at non-Apple shops? If so, I would cut my losses and go for the flat rate repair (really replacement) through Apple to get a completely new chassis with no issue history. It's cheaper than getting completely new iPad (probably half the cost, $179?), and should get you back to 100% functionality with a 90 day warranty.
