New member. If this has been addressed elsewhere, my apologies and please point me in the right direction.

My wife's uncle passed away and gave us (among other things) 3 iPads. Two of them are unlocked but the newer one is locked through the iCloud. Outside of paying, is there any way to get to the iPad to reset it?

Take a look at this Apple support thread.
 
The lock is on Apple’s server, so definitely contact them for support.

I'm locking this thread, typically when new members sign up to ask how to circumvent the security, things degrade fairly quickly with accusations of theft and whatnot.

With that said, as others have stated, please reach out to Apple and if possible bring any proof of purchase that your wife's Uncle may have had.
