Have a question why wont the ipad mini 1st gen not get the cool multitasking features im just wanted to know is because of the hardware or is it just an old ipad. Let me know thanks

I'm thinking it is due to the hardware and performance. Just like other OS's before it... sometimes support has to be dropped somewhere.

It's the hardware. It has half the RAM of most current iPads, and a much slower processor.

1.It doesn't have the RAM (512MB vs 2GB in the Air 2)
2. Old A5 chip with weaker graphics capabilities (compared to the Air 2)
3. Lack of Retina Screen makes it really fuzzy to look at

Because the mini 1 is just a smaller iPad 2. It has outdated hardware that really isn't capable of this.
