iPad mini iPad mini 2 cellular won't turn off

So, I have a cellular iPad mini 2 that I gave to my mom. I noticed after the iOS 12 update, even though the cellular data is flipped to off, the service bars are omnipresent in the upper right corner, I get "no service" next to the wifi icon as well as in the upper left corner of the lock screen. I've done multiple full reinstalls of the entire OS. I was curious if anyone else has come across this really weird bug?
