It’s too slow to run newer versions of iOS.Why did the iPad mini 2 stop at iOS 12
I have my mini 2 on IOS 10, I compared to my old air 1 on IOS 12 and honestly the air was slightly faster... So I wouldn't agree with IOS 10 being faster than 12.A7 chip and 1 GB RAM is too little, it struggles on iOS 12 as well. I'd recommend downgrading to iOS 10 if you really want the speed back but it seems like you're not interested in this per se, app support is probably more important

Having said that, to reply to the OP, no device with 1GB RAM got iPadOS and every device with 2 did, that's why.... A7 per se isn't much slower than A8

Do you notice a difference? Based on my comparison, 10 is at best similar to 12... I keep mine on 10 only because of 32bit apps not because of speed...I put 10 back on my Mini 2, I forgot what tool I used. Leetdown didn't work for me but there was a couple others out there.
It's surviving but it's slow... A8 was not a big upgrade over A7 (A7 doubled the performance of A6X, A8 was only a minor upgrade over A7). If they had put 2GB on A7 it would probably still be updated...Which is amazing given how long it’s A8 is surviving at iPadOS 14 compared to 6/6+/Touch 6th Generation at iOS 12

My mini 4 run 14 great, but my battery is shot and Im not sure its worth replacing as I really don't need another mini. I had bought it for my rents a few years ago and they wanted a new so I got them a new whatever gen the 9.7 is this year and now I have a wired iPad mini for my troubles.Which is amazing given how long it’s A8 is surviving at iPadOS 14 compared to 6/6+/Touch 6th Generation at iOS 12
I think our memories are a bit biased, because of IOS 11, that slowed down everything, so people thought IOS 10 was better than 12, and I did too, until I compared them...I remembered 10 as being faster, in reality its only slightly faster, but I too had some old games I wanted to play that were no longer supported. Same, I have a Mini 2 16, 10.5 Pro 64, Air 3 256, and 2nd gen 11 Pro 128. Yeah, I too have mini 2 16, 1st pro 12.9 128, pro 9.7 128, pro 10.5 256, pro 11 1Tb and mini 5 64. My mini 4 64 is redundant (the mini 2 at least has 32 bit apps). Instead I happily spent the $100 battery replacement for my 2015 12.9 since it's still a great device and definitely fast enough. I hoped I could be like this too, but so far it's still bothering me every time. I use dark mode, which helps, I even switched to Firefox on it, which makes any web page in dark mode, contrary to safar, but for Word files for instance it's a pain, I can use the accessibility shortcut to invert dark and white but then it becomes a bit of a pain to read... Hopefully one day I'll manage not to notice it any more like you, but for now I cannot unsee it....Mine has a white spot too.. This shows that Apple is ready to "decouple" a SOC based on RAM, but I am not sure they will do it again...
If iPadOS 15 is a big upgrade as 11 and 13 were, my guess is that A8, A8X and A9 will be left behind. However this won't get rid of all 2GB devices, because it would leave the A9X iPad pro 9.7 and the A10 iPad 2018, which will get IpadOS 15 100% (and would probably also get the likely minor update that iPadOS 16 will be, since iPad updates are on an alternating cycle of major update one year, with some devices being left behind and fine-tuning the next with all devices being updated)
What's interesting is what they will do with A9X, since the 2015 pro has 4GB RAM and could get a few more years, while the 9.7 pro might end up struggling... I am not sure that this time they will decouple again, since it's the same iPad generation... and the 4GB 2015 is even older than the 2GB 2016 one... I am afraid the first pro will be left behind at iPadOS 17 because of its smaller brother (and iPadOS 17 will get rid of any 2GB devices, at least for iPad, including the 2018 iPad...).
Another interesting case of potential decoupling will the iPhone 8, with the 8 being on A11 but having only 2GB and the 8 plus having 3GB.... Will see, but again being the same generation I doubt they will decouple...
