I have an ipad mini 2 that has been in excellent condition, as I rarely use it.
I upgraded to ios 12.5.1 yesterday, and the upgrade seemst to have killed my video. (When you click record, the timer doesn't start, after a few seconds the recording turns itself off, and nothing is saved.)

Is there a way to downgrade to previous firmware?
I did not intentionally backup any kind of blobs before the upgrade.

iOS 12.5 is signed, so yes.

Weirdly, when I retried it several weeks later, the video cam problems had completely resolved. Not sure what caused that.

Thanks for the info anyway.
