iPad mini Ipad mini 2 won't avtivate.

I have an ipad mini that was restored then it would not activate: itunes identifies it az an iPad4,4 but if i check the serial number it says ipad4,5 chy could that be? it wont activate itumes error message:This ipad could not be activated because the activation information was invalid. Please try again later.

any idea what could be the problem?
it basically thinks it's a wifi only version but its actually wifi+cellular.

Have you tried going to an Apple Store by any chance?
