My iPad mini 4 is running sluggish. It lags and responds slowly. Safari freezes, switching between apps is slow. Just loading the settings space calculation takes forever.

All app background refresh is off except for necessary apps.

It's used 76GB of 128GB, lots of free space left.

166 Apps

I've also noticed the battery drains faster than it once did.

Did an iOS update last week using iTunes.

Still slow.

Is it just getting old?
Is it the battery slowing it down?

It's got the A8 processor, is the A8 really that slow on IOS 13?

Well, the Mini 4 got an update strictly because it has the 2GB ram required by iOS/iPadOS 13. It has a chip that debuted 6 years ago in the iPhone 6 (which is no longer supported, btw), so yes, it might just be getting old. On the other hand, if you noticed the slowdowns in the last couple of months, rather than right after updating to the iPadOS 13, it might be some app you have installed on your iPad.

Also, I believe iPads are not affected by the battery-related slowdowns. It's strictly iPhones (correct me if im wrong).

If it is an app, shouldn't the speed issue be mitigated by disabling background app refresh?

I have a habbit of closing all my apps frequently. I never use it with apps I don't use open.

I don’t believe in closing apps manually and let iOS manage the RAM as it’s supposed to.

The mini 4 is a bit on the older side, so a newer OS might seem more sluggish.
You can try to set it up fresh by reinstalling iOS. If you think a single app is dragging your iPad, that’s fixed by a restart.

Best success!

Do an iCloud backup of your iPad, wipe it, then restore from that backup.

I'll try tonight and report back sometime soon.

I will backup my comics (which I dont usually do, due to the iCloud storage or takes up), so the backup will take some time.

When troubleshooting performance issues, it’s useful to apply a strict logical approach. Test your iPad’s performance after you reinstalled iOS with a blank system first - that will give you an idea as to how good the base performance is without your data in place.
Then restore again from a previous backup if you need to recover data.

Crap, almost finished restoring it from iCloud backup

It might occasionally be nice to just start fresh, even if it’s just to clear out some apps we don’t use anymore. But give it a go and see how well the iPad behaves after the restore, fingers crossed!
