I read that the Ipad Air 2019 can be charged from 0 to 80 % in 75 minutes with a macbookpro charger according to techradar.

What charger I need for my ipadmini 4 to be able to charge the same amount in the same time ?

The same charger will work. I initially bought that MBP (was actually the rMB) charger to charge my 12.9 iPad Pro... but I do use it on occasion to charge my other lightning equipped iPads, iPhones, and iPod Touch. There is talk that using it regularly can shorten the life of the battery. I don't know if that is true (my 12.9 Pro is still going strong 3 years later) but I only use that charger with my other devices when I have an emergency need to charge quickly.

A MacBook Pro charger will in fact work with your iPad Mini 4.
 
The same charger will work. How does this work with the 2018 iPad? I noticed last night that it takes a particularly long time to charge that iPad. I plugged my grandson's iPad in with 20% battery, and a full 6 hours later it was at 88%. That's with the charger it came with. I feel like that is a LONG time.

It works fine but I haven't kept a close eye on how quickly it charges because I rarely use it. I DO know that with my 12.9 Pro, it charged in 1/4 the time that it did with the included charger.

I bought the macbookpro charger of 87 watts , I see not difference in charging speed , 30% in 1 hour while using the mini , same as with the charger of 15 watts .....
 
I bought the USB C cable new ...probably it is like you say not supported...

Ipad Air 2019 supports also fast charging according to techradar
