I’m speculating somewhat here, but just looking at the tech specs on Apple’s website it appears that the Mini 6 and iPhone 11 wide cameras are about the same (no ultra wide on the 6.) Non-Pro iPad cameras are usually a couple generations behind, so this would make sense.

The front-facing camera is from the iPad Pro line, the one that does Center Stage.

The iPad mini is likely based on the 8/XR sensor and lens. This is because the mini lacks Night Mode which requires 100% Focus Pixels. That hardware was introduced on iPhone 11.
