On the Apple site under the video specs it says
  • Cinematic video stabilization (4K, 1080p, and 720p)
Makes sense I guess if it has the A15, but its odd to see them throwing so many features into the Mini. Love it.
 
No idea. It raises a point about the "poor" camera options. A mini would make a very good photography device if it had the a full iPhones Pro camera system as an option. Large nice view finder. Easier to hold than a phone and better possibilities to edit afterwards due to the larger screen. I would be interested in a mini with a iPhone Pro camera system.

The budget iPad also does cinematic video stabilization (1080p), so it is not the new focus features from the iphone. A shame as the larger screen than the iphone max would make sense for content creation.

Yes, was actually looking to upgrade to the 13 for the improved camera for content creation. But after the event I was also thinking that a iPad mini with a Pro Camera lenses and features would make so much ore sense for my usecase. I could then basically ditch the iPhone and just make due with a aWatch with eSim and a iPad mini for my everyday use and content creation - but of course that is just based on how little I personally use phone Compared to an iPad.

Guess it doesn't matter. I just noticed that Cinematic mode only does 1080 30p which is useless for anything serious. Figured it had to be gimped somehow.
 
They really should enable this cinematic mode on the M1 iPad Pro! There is no reason why this expensive device should not get it via update..

It's (digital) stabilization, not the focus shifting video recording.
