I got a iPad mini with A5 chip but my question is what can i program on it with iOS developer program?

Will it work with things like metal OpenGL ES?

i just worry it will not work with iOS programming but i thought my iPad mini had a A7 but i was wrong.

I forgot it has iOS 8.1 on it.
 
Metal is only supported on the 64 bit processors (A7, A8 and A8X so far) - it's not compatible with the A5.

You need a Mac to develop for iOS. Now, OpenGL ES is supported on iOS and Metal is for the 64 bit processors.

Now are you asking if you can use your iPad mini as a test device to see how your apps perform that you are building?

If you're asking about iOS programming as in working with Apps from the App Store, then you just have to look at the App Requiremets and see which devices it supports. Most Apps will be supported on your device though as some are built to run on lower iOS than iOS 8.

After you sign up do i need to setup my test device or do i have to wait for them?

Both. After you signup, you'll have to wait for Apple to approve your application. Then, once it's approved, you'll need to create a provisioning profile (among other steps) to allow your device to run apps you've setup for development.

Almost everything, since it has iOS 8 on it. The vast majority of apps in the App store (except a few high end games) run on any device with iOS 8. If you can figure out how to program it, they'll run on your mini.

No 64-bit builds or Metal though, since the Mini 1 only has a 32-bit CPU. Only OpenGL ES 2.
