So I'm not sure what's wrong here. But my iPhone 4 has backed up several times to iCloud, but my iPad just doesn't. Well at least according to my iPad iCloud settings folder, it says that the "Latest Backup" is "Never."

If I look at the summary of my iPad through iTunes on my mac mini, it shows that the last backup of my iPad occurred today at 2:00pm. Every time I plug it into power, it syncs but just doesn't backup. Ever.

Same thing if I check my iPhone iCloud settings under "Manage Storage" it shows the iPad has never been backed up.

So I guess I am trying to figure out how can I force my iPad to backup to iCloud?

So I found out that some of my problems were due to iCloud services being a bit buggy since launch. But eventually I got my iPad to backup by going through the iCloud settings and hitting "backup now" on the iPad unit itself.

The biggest issue I had was apparently I was disconnecting it too early. In those settings, they show you how long the backup will take and mine took nearly eleven hours to complete. Disconnecting from a power source prior to completion dumps the job.

I'd recommend to others try this route and see if it works for you too.
