On home screen i need to hold my finger on an icon until a square appears.Then i need to tap twice to open it.After it opens i cant scroll up or down. Thanks
 
It sounds like you have some accessibility setting turned on. Look in Settings > General > Accessibility(?)...
 
This is all i can see.If i touch on one then double tap i can open one of the options.But i can't scroll.

Check further down...Switch Control, Assistive Touch, or Touch Accomodations.
 
By holding both on/off and round button.Yes

That forces the device to restart. Try a regular restart first by just holding the power button and follow the instructions on screen.

I’d also guess it’s some accessibility settings mentioned before.
