I think I remember Steve Jobs in the last keynote saying that OS 4 will be released for the iPad in the fall or something similar.
 
Correct Fall. but I wouldn't be surprised if they demoed it at WWDC so developers can work on it and apple can Give the developers the first beta
 
They always seem to release an update when the new iPods come out in September, so I assume we will see like 4.1 for iPhone and 4.0 for iPad then. So second-third week of September.
 
iPad OS4 will come out for the iPad, but no one knows exactly when, so stay tuned to WWDC for all the details.

I'm going to guess it will be released on or around the iPod event thats held every september (end of summer). The Back to School promotion ends Sept 7th and in the past Apple has held an event shortly after that, and during that event they release new iPods and issue new iPhone OS updates for the iPhone and iPod touch.

but thats just my guess.
 
I'm going to bet that there will be some iPad-specific features we have yet to see. Otherwise why release 4.0 for the iPhone/iPod touch and the iPad months apart?
 
Maybe because the iPad would have another sales boost in the fall(about half a year after release)?

I'd say there should definitely be some iPad specific features/improvements added in 4.0.

This was asked at the iPhone 4 OS. The reason there is a delay is because the iPhone OS 4 development team was sequestered from the iPad team. The iPhone 4 OS team has no access to the iPad until it was launched so they could not start tweaking the OS until then.
