All iPads iPad OS Screen Time

Does iPad OS contain the same core functionality of Screen Time on iOS? The features I am thinking of in particular are:

1) Set "Allowed websites" only; does this work both on the desktop-grade safari on iPad OS and within apps (as it does on iOS)?
2) Restrict all app downloads
3) Disable Siri, web search content from Siri, etc.
