First off, do you have iCloud Photos enabled on both devices VIA the settings app?
Also, both devices would need to be signed in using the same Apple ID, just in case they're not.
If they're signed in with separate Apple IDs, then you'd see different sets of photos on each device, even with iCloud Photos enabled and syncing.
The next step if you are using different accounts is to make sure you back up both before trying to merge them.
