Yes, but it wont work all that well. iPadOS doesn't have proper external monitor support yet.
You could use the Lightning HDMI adapter with attached power for the monitor and a Bluetooth mouse & keyboard. Monitor will be a mirror of the iPad screen in terms of aspect ratio but a few apps will utilize a full screen (primarily video playback). This setup works with my 10.5 Pro.
Keyboard and mouse are fine- but external monitor support is very basic at this moment in time. Hopefully it will change, but at this time running a monitor from an iPad is very lacklustre unless the app is optimised. And very few are- that I use at least.
