I have an iPad Pro 11” and on the odd occasions noticed the brightness fluctuate, which I just ignored

but 1min ago I really noticed the screen get bright and all I was doing was surfing Facebook,

has anyone noticed this before? I don‘t have auto brightness on or anything turned on, I control this manually

Do you have TrueTone turned on?
 
I've seen this on the iPhone where it gets very hot and dims the brightness. When it cools off, the brightness goes back up. I'm not sure if iPads do this though.
 
What about the Auto-brightness setting in Accessibility? Is it activated? I have noticed some fluctuation with mine when this was enabled. I disabled it and now I do not have issues with brightness getting crazy on its own.

Like OP, I have auto brightness off, and this still happens at random.

Just to reply for the above, my iPad is not hot when the Brightness flicks randomly

I have also noticed this happen a couple times on my iPhone 11 Pro Max, has to be a software issue?

I have this issue with my 11 pro max when I'm outside in hot, sunny weather. The screen dims to the point where the phone is completely unusable as you can't use it. Pretty annoying as I was out on Saturday and needed to use my phone to take pics. 1 hour in and the phone was essentially a paperweight. It happened again yesterday but it wasn't that bad because I was only in my garden having a BBQ so I could just put my phone inside to cool down and I had other devices to hand to use if I needed to. This has happened a few times before at home. I've also noticed that the camera doesn't' function well in hot weather. Some of the pics are just blurry or it takes ages for the lens to load.
 
On the ipad pro-s you should max out brightness around 75 %, that way this will not gona happen.
Pay attention to the bottom part of the screen on 100%, there will be a lot of heat.
