recently I bought a USB-C to HDMI adapter (up to 4k) and I can't seem to get a good picture with the iPad.

It doesn't matter to which Monitor or which cable I use. I always get screen flickering or one part of the picture is smooth but the upper or lower part is flickery/tearing.

I have also used this adapter with my my HTC 12+ to mirror it's screen without problems and tested it also with a borrowed Samsung S9 both worked without problems, even sound was transmitted.

So I concluded that the adapter is working fine but my iPad is the problem, does anybody know what might be the cause of it?

Screen flickering and one-half of screen with problems could still be a problem with the adapter and/or cable. Some device combinations are more forgiving than others. Also, it depends on what resolutions were attempted. 4Kp60 is much more susceptible to this than say 1080p30.
 
Oh Ok, I tried it totad on two 1080p scrrens (a TV and a Monitor), and i still get the issue, but only on my iPad, not on my mobile.

I can't find in iOS the option to choose which resulution the secondary monitor should have. I can olny find the option for refreshrate and standby change (don't know what this option is called in engish, since my iOS is in german).
