I had a terrible experience with my iPad Pro 12.9 today ... it would not charge and the charging indicator just kept flashing on and off and the iPad kept making the chime as if you were plugging it in . So I went back to the apple store and they exchanged it again then the second one same 256GB WIFI silver model same issue .... so a 3rd trip into the apple store they had no more to to exchange it with nor did they really know what was going on with it so I ended up having to pay for a 12.9 256GB SpaceGrey LTE and it seems to be ago however the charging percentage does not seem to change ... still
 
Restoring from a backup? Could be corrupted, would be very unusual for 3 straight brand new iPads to have charging issues.
 
Have set it up brand new even at the apple store I have bought every apple product and am shocked by this issues and so was the apple store
 
Sounds like your Lightning cable was bad, but I assume you tried charging it IN the apple store and it had the same problem with their hardware. Correct?
 
The same happened to my iPhone when I forgot to completely dry it from use in the swimming pool prior to charging. It's because the charging port or the connector is wet. Clean it completely otherwise either your device or the charger will refuse to charge and make random errors.

I have seen this trying to charge from a battery pack via a USB connector. Since it only happens with this specific battery I assume that it is an issue on the power supply end. The cable and phone work fine plugged into other power sources. Don't now why it happens though.
