When you buy a movie from the iTunes Store while using an iPad Pro 12.9", what resolution movie do you get? Certainly you don't get just plain HD?

(Sorry if this has been asking somewhere but I'm having trouble finding out via search.)

The 2nd generation iPad Pro or the 3rd generation iPad Pro?
 
But ur still NOT going to see 4K because NO ipad is 4K...

But then what is this support article from Apple saying that the 11" iPad Pro can play 4K Videos ?

As mentioned, it can play 4K videos but it's going to get downscaled (likely down from 3840*2160 to 2732*1536 for 16:9 on 12.9"). Currently, no iOS device has high enough resolution to actually display full 4K.

Still, as @macduke has said, better 4K downscaled than 1080p upscaled. Admittedly, for storage/space savings, I stick to 1080p for locally stored videos.

You get 720p/1080p/1080pHDR, iTunes only streams 4K to Apple TV 4K.
