I have a 2020 IPad Pro 12.9 on 14.5.1
It is randomly losing cellular service. It’s losing the plan. When I look in settings it asks if I want to add a Cellular plan. Sometimes a reboot resolves this other times a reboot does nothing and the cellular service will just show up again after awhile.
Any idea what would cause this?

Hmm, yeah, that's not normal. Have you tried getting a replacement SIM from the carrier? Those do go bad occasionally.

If you have AppleCare you can contact them and see if a replacement is possible. I had a similar issue back then that the sim just disappeared despite being inserted into the iPad. Physical sim as well. Got it replaced.

Ask Apple for a replacement device.
