IPad Pro laggy when looking at photos, why?

I've had an iPad Air two for the last couple of years. This has never been an issue. But with the iPad Pro I was looking at pictures and at first they look blurry and then they get clear. I've tried shutting it down and restarting. All the software is up to date. Any ideas?

Are the originals being stored on the iCloud and not locally? Maybe taking time to download. I see similar when I load photos using onedrive.

They are downloaded to the iPad I'm starting to really regret this so-called upgrade.
 
Which iPad Pro do you have? When I see "iPad Pro" with nothing else describing it, I think of the original 12.9", but I assume you have the 10.5.
 
Do you have iCloud Photo Library enabled? Assuming it's set to Download and Keep Originals, has it been on wifi long enough to download everything?

What firmware version are you running (iOS 10.3.3 or iOS 11 Beta)?

I have ipad pro 9.7 and i have not experienced anything of this kind.

No plenty of memory. I've already tried to reset it. Not helping.

No issues here and I'm storing full resolution photos from my Sony A7RII (42MP). Are you sure they are being stored locally?

Check the settings app to see how much is being used for photos & camera (settings app -> general -> storage and icloud usage ->manage storage)

I saw EXACTLY this behavior on every store model (demo unit) 10.5 I checked out. I haven't noticed it on my own 10.5 but I just got it yesterday so I haven't actually looked for that particular problem.

But yeah - every single demo model did exactly the same thing, and it was very noticeable. It did not happen with pictures taken on/by the device itself, though, so I'm sure it's just a bug.

Edit: actually, I take that back. I did check a few pictures today - I have 'Optimize Photos' turned off and was pleasantly surprised to see that 97GB of my photo library had synced overnight. 2/3 of the way there! Anyway I opened a few pictures taken recently on my iPhone (running iOS 11, as is the iPad Pro - that's the first thing I did when I got it home, lol) and the pictures loaded instantly. No half second of blurriness - just immediately loaded in full-res. And presumably in the HEIF, too ... so yeah. Again, I suspect it's just a 10.3.3 (?) bug.
