I recently purchase iPad Pro M1 12.9 inch. I'm using LightRoom (Creative Suite) to edit raw photos from Canon RP (only 30mb-ish), and things are little slow. When I use the sliders, the photo gets slightly blurry before updating. Is this expected?

I noticed the same with my Fuji Raw files; its not much of a lag so I didn't worry about it.

i have never noticed lag, but I only use smart previews sent from LRC. Perhaps there is lag when editing the full raw. Is that what you’re doing? If so, and it’s possible, try to just edit smart previews, there should be a download only smart previews option in settings. I don’t have my iPad with me so I can’t test any of this, it’s just off the top of my head.
