New iPad Pro m4 with nano display. Any ideas about this error message?

Doesn’t sound good. I’m assuming you restarted it, if not try erasing it. Worst case, if you have something running macOS you can do a complete restore of the firmware which is pretty easy these days.

Could it be happening because I am running iOS 18 beta on the new M4 iPad Pro?

As long as your device is bought legit from Apple or carrier, don’t worry about it. Worst case scenario send it to Apple for repair or replacement.
