Better in what way? It really depends on what your needs are and what your budget is. The Pro could be better for one person, while the 9th Gen is better for another.

The Pro is “better” in terms of features and specs, though it can be way overkill for the average user. The 9th Gen is “better” in terms of cost for the average user that doesn’t need all the bells and whistles. The Pro can be “better” because it has a bigger screen. The 9th Gen can be “better” because it has a smaller screen and is more portable. The list goes on and on…Face ID vs. Touch ID, etc.

We need more information in order to properly help you out. What will you be using the iPad for? Do you have a budget? Any reason why you didn’t include the mid-range model, the iPad Air?

You can use Apple’s comparison tool to show what the differences are between the models and see which ones matter most to you.

I mean, objectively the iPad Pro is the better tablet obviously. However it's also 3 times the price of the iPad 9th gen. Why are these two the only options?

I am wondering the same thing. Looking to upgrade and considering a refurbished iPad pro 12.9 4th generation. Not a power user but feel the larger screen would help with my everyday tasks. Also considering the magic keyboard but woah is that pricey.
