I just recently purchased an iPad Pro 10.5 and I set it up brand new and didn't restore from a backup. So I utilize iCloud like so many especially when it comes to saving my bookmarks so I can sync them across all my devices. So, my ipad, wont show up with any bookmarks, I've turned off safari under iCloud, deleted them, close safari, restarted the ipad, I've turn them back on, gave it time to download, nothing shows up, I've tried it so many times and did another clean install, if there's any other way you guys could help me out, that would be great, thanks!
 
Have you gone into Settings-> Safari-> Show Favorites Bar?

Yes, I have that on, but nothing is showing up, not even when I press on the bookmarks logo in safari.

The attached documents is what I get with bookmark sync on and the favorites bar on.

Try going to settings-> your iCloud account at top-> iCloud and make sure the Safari tab is ticked?
 
And they definitely show up on your iPhone/Mac? And if you open the book icon, that's empty as well?

my iMac and iPhone both have the bookmarks appearing and syncing properly and yes when I open the book icon, nothing shows up on the iPad but shows up on the iMac and iPhone, even my iPod touch everything appears, just not the iPad and I already did a second clean install without restoring from a backup.

Maybe a stupid question, but is everything else syncing properly? Like contacts, photos, etc?

Not a stupid question at all, yup, everything else has synced properly, I have everything checked except for reminders.
 
I think there's something up with the Bookmarks part of iCloud right now. I recently set up my Mac as a new Mac and cannot for the life of my get iCloud to sync my Bookmarks to it. Been scratching my head for the past couple of days about this, with no luck. It's almost an identical issue to yours except with macOS.
 
So i just want to update my progress with trying to get my bookmarks, I decided to just update to iOS 11 Beta 9 and all my bookmarks are back, it seems to me that there is a bug in iOS 10 that is causing newly activated devices to not receive bookmarks that are saved over iCloud...I’m guessing.
