Why do Apple not offer the Upgrade Programme for the Ipad Pro?

Personally I would jump on it in a heartbeat.

Possibly because iPad isn't as popular, or maybe because it’s not deemed as much of a necessity as a phone is these days. Iono.

Not all countries even have this programme of any form even for other devices, as I found out today :(

Really, I thought it was available globally! thats a bummer..I just got the new Iphone X Max on the plan, for me it is a killer deal if you upgrade yearly :)

Yeah I too thought so and I wish it was! I knew when Apple staff told me about it and thus that the current way is to sell off to the 2nd hand market and then buy again (or use the exchange for cash program on Apple website but YMMV)

iPads aren’t the kind of devices you upgrade yearly whereas phones tend to be more. I reckon that’s why.

It's probably because Apple has never updated the iPad on a consistent schedule. The iPhone has been relatively consistent, aside from the move from summer to autumn releases and the delay with the iPhone X and now the XR.
