are the latest iPad pros capable of handling apps which use machine learning?

Siri does machine learning. Any iPad Pro will do machine learning.

The real question is how fast and what app?

Absolutely.
Any iPad is capable of handling of "machine learning." To be more clear, any programmable device is capable of machine learning. The iPad Pro 10.5 is ridiculously fast, faster than many laptops.

Is there something specific you are looking to accomplish?

Siri is on a server though. It doesn’t run on the device itself.
