so I received a message that the latest update is available to install, only to find out it's the 9.3 update and not 9.3.1 that was just released. My iPad is already running 9.3. Has anyone faced this issue? Or my iPad is playing tricks on me?

That might have been the re-release of 9.3 that fixed the activation lock issue. 9.3.1 fixes the crashing. You will probably have to install 9.3 again before the new update shows up

Looks like that version has already been downloaded to your device (since it just says "Install" instead of "Download and Install"). You can either install it and then install 9.3.1, or delete it (from going to manage storage in settings and finding and deleting it there) and then check for updates again which should get you 9.3.1.
